Montgomery County has two District Court locations that handle traffic ticket cases. Most people go to whichever court is closer to where they live. Both courts process the same types of cases and have the same hours. The Rockville courthouse sits in the heart of downtown. The Silver Spring location serves the eastern side of Montgomery County. The Administrative Judge for the 6th District is Hon. Sherri Koch, and the Administrative Clerk is Kathy Hefner.

The Rockville District Court is the larger of the two locations in Montgomery County. It also houses the Court Help Center on the second floor, where staff can answer questions about traffic ticket procedures and court forms.

The Silver Spring District Court handles many of the traffic ticket cases from the eastern half of Montgomery County. No food or drink is allowed inside either courthouse.

Pay Traffic Tickets in Montgomery County

You have several ways to pay a traffic ticket in Montgomery County. Online payment goes through the LexisNexis payment portal. A convenience fee applies. Call 1-800-492-2656 to pay by phone with a credit card. You can mail a check or money order to the District Court Traffic Processing Center at P.O. Box 6676, Annapolis, MD 21401. Or walk into either the Rockville or Silver Spring courthouse to pay in person. You can actually pay at any District Court in Maryland, not just in Montgomery County.

The 30-day deadline is strict. You must respond within 30 days of the citation date. Pay, request a trial, ask for a waiver hearing, or use MDOR. If you do nothing, the court tells the MVA. The MVA can suspend your license. Must-appear violations like DUI under § 21-902 cannot be paid online. You have to go to court. If your total fines hit $150 or more, you can request a payment plan. Use Form DCA-131 to set up 10 monthly payments. But installment plans cannot be paid online or at MVA kiosks in Montgomery County. Only mail and in-person payments work for plans.

Montgomery County also runs the MDOR program. This free online tool lets you plead guilty with an explanation, request a payment plan, or ask for a trial date without visiting court. It works only for payable traffic citations. Must-appear and camera tickets are not eligible for MDOR in Montgomery County.

Montgomery County Camera Ticket Programs

Montgomery County runs both red light cameras and speed cameras across the county. These are civil citations. They do not add points to your driving record. They will not show up on Maryland Judiciary Case Search either. Camera tickets are handled by the county, not the District Court.

Red light camera fines are $75 per violation in Montgomery County. Speed camera fines are $40. Neither type goes on your insurance. The Montgomery County Police Department manages these programs. You can contest a camera ticket by requesting a hearing at District Court. The camera operator does not have to appear unless you ask for their presence at least 20 days before the hearing date. Camera tickets in Montgomery County do not create the same kind of traffic ticket records as officer-issued citations. They are tracked separately by the county.

For a full driving record with points and violation history, call the MVA at (800) 950-1MVA. The District Court does not keep driving records. The MVA tracks points from traffic ticket records separately. Speeding under § 21-801.1 adds 1 to 2 points depending on how fast you were going. Reckless driving under § 21-901.1 carries 6 points. At 8 to 11 points, the MVA suspends your license. At 12 or more, they revoke it.
