Baltimore County operates three District Court locations for traffic ticket cases. The main court in Towson is the largest. Essex serves the eastern part of the county. Catonsville covers the western side. Your ticket should tell you which court to report to, but you can pay a fine at any of the three locations. The Administrative Judge is Hon. Dorothy J. Wilson. Maria Fields is the Administrative Clerk for Baltimore County District Courts.

The Towson District Court is located at 120 East Chesapeake Avenue. No food or drink is allowed inside. This courthouse handles the bulk of Baltimore County traffic ticket cases from the central and northern areas. The Essex court at 8914 Kelso Drive and the Catonsville court at 900 Walker Avenue serve their respective parts of the county. All three share the same hours.

Pay Baltimore County Traffic Tickets

The online payment portal accepts credit and debit cards for Baltimore County traffic tickets. A convenience fee applies. You can also call 1-800-492-2656 to pay by phone. Mail a check or money order to the Traffic Processing Center at P.O. Box 6676, Annapolis, MD 21401. All three courthouses accept walk-in payments during business hours.

The 30-day rule matters. Pay, request a trial, or ask for a waiver hearing within 30 days of the citation date. If you do not respond, the court tells the MVA. Under Maryland Transportation Code § 16-303, the MVA can suspend your license for failing to respond. Must-appear charges like DUI under § 21-902 require a court visit. Those cannot be paid online or by mail in Baltimore County.

Baltimore County offers installment payment plans for larger fines. Use Form CC-088 to request a plan. You need at least $150 in fines, not counting court costs. The plan splits your balance into 10 monthly payments of 10% each. Be careful about timing. If your case gets sent to the Central Collections Unit, a 17% collection fee gets added. Once that happens, the Circuit Court can no longer accept payments directly. You would pay through the CCU instead.

Speeding violations under § 21-801.1 carry 1 to 2 points. Reckless driving under § 21-901.1 carries 6 points. The MVA suspends at 8 points and revokes at 12. Points from Baltimore County cases are combined with tickets from any other Maryland county on your driving record.

If you lost your citation, download Form DR-490 from the Maryland Courts forms page. Fill it out and mail it to the Traffic Processing Center before the 30-day deadline. This form lets you pick your response option even without the original ticket.
